    It is true that Texas limits what you can pass through to residents. You can find info on their specific rules at the TCEQ website. Unfortunately that page is not very user friendly. I’m not aware of a site that contains a collection of rules for all the various states and counties in the US. For that reason, you will want to make sure your utility billing partner has a robust legal department so that they can advise you properly on how to legally maximize your utility bill recovery.
